The "Water" is not water, but liquid Silicone grease. In all the Pelikans I have repaired to date, there is a little silicone grease up there. When you buy a brand new Pelikan, you normally have some of that in front of the piston in the barrel.

To disassemble to cap, unscrew the black plastic ring that holds the cap together. The ring would be around the Pelikan logo on he top of the cap.

As for the grease, it is also used by Pelikan to lubricate the plunger, so there is no harm in using it.
